I was going to say 11:00 am, but I guess there's nothing wrong with 10:30 -- Enjoy!

It is appropriate to serve the first cocktail when the first person is thirsty. The idea that alcohol should not be consumed until the afternoon or evening is of relatively recent origin.
In fact, there is a whole class of cocktails known as morning cocktails. Mimosas are often served at brunch, as are bloody mary's. But there is also the Corpse Reviver, which is a morning cocktail that used to be quite common.
As the nature of work and life has changed the idea of not drinking during the day has become more widespread. Because one should not drink if one has to operate haevy machinery or drive a car, most poeple do not drink in the morning or early afternoon anymore. But when work meant farming or small crafts or running a small shop and no one had to drive everyplace, it was common for people to start the day with a drink, have another drink or three with lunch, a few more with dinner and one before bed.
So serve up the mimosas when the first guest arrives.

As someone who has frequently popped open his first beer of a fishing trip at 530am, I am not particular about the hour at which alcohol is first served.
That aside, I think 11am would be a good time to serve, but 10:30 is alright as well, IMO.
