What are some of the challenges these agencies face in successfully carrying out their new responsibilities?

Not drastically, other than having to do some additional disaster preparedness and the like. It's the intelligence agencies that have been impacted most.

Now they go after not only the known criminals but unknown and unseen terrorists as well and in so doing, they have to do double time in checking and re-checking every information they get regarding possible terrorists in their states. It is a very risky and demanding job that needs more than intelligence to be able to stay a step ahead of those war freaks. Each day these agencies have to work and re-work strategies that will give them faster and accurate information and results.
