If you are coming in as Enlisted then you need to be assigned to a Seabees MOS of CIVIL ENGINEERING APPRENTICE (EA) which is stationed in Fort Leonardwood, MO after bootcamp. This will enable you to learn the basic skills of Civil Engineering and see if you really like it. Once you learn the trade and your GI BILL kicks in, enroll in a University in the Civil Engineering program. You will have an advantage because you have hands on experience so everything in the books will look easy.

Find the highest ranking Naval Officer who isn't telling, and offer your services.. :) LOL, Couldn't resist..

#1 thing, Navy or otherwise, is learn other languages. Japanese or esp. Chinese would be golden. China will be the boom market for decades to come, and anyone with liaison language skills commands a serious premium, especially if they're native English and also know Chinese. Was just watching a show on building in China a month or two ago. Charlie Rose on PBS had a famous architect on and they were discussing just this topic for a while..

why didn't you enlist as a SeaBee?

anywho.. you have a couple of choices.. one is to enlist then apply to STA-21. that will allow you to go to college full time on the Navy's dime. you must get a 4 year degree in THREE years however, and most people must apply more than once(average is three times before selection)

the other is to work on the degree in spurts while enlisted, using TA, CLEP and PACE, then applying directly to OCS.

Or there is the Warrant Officer/LDO route, which means you make it to E6 or E7 and then apply for those programs.

and of course, enlist, earn your GI Bill, get out and get the degree then apply to OCS.
