The Holy Spirit could not be given until the finished work on the cross. Up until then, the Holy Spirit was only "with" the believer. After the resurrection, the Holy Spirit was "in" them.

John 14:17

There was no need for the Comforter (Holy Ghost) to be present when the Son was still there. Only after the Son was gone did the Comforter become necessary. Christ was with them regularly after the resurrection for more than forty days. Then when He finally ascended into heaven, the Comforter came at the day of Pentecost to continue to give them the divine guidance that they needed to fulfill their mission from Christ.
The Holy Ghost continues to inspire us and guide us to Christ and will continue to do so until Christ comes again to reign personally upon the earth. At that time, the Holy Ghost's mission will be completed because Christ will be with us and the Comforter will not be needed again.

They had to wait until Jesus was fully glorified in the fullness of the God. Meaning, not trying to be so plain with you, but Jesus was cleaning house to obtain BACK the keys of spiritual death - Jesus had to rebuild the spiritual bridge between God and mankind, a spiritual separation that was caused by Adam's fall, so that mankind would have access to God once again through His Risen Spirit. Jesus had to be resurrected to have His Spirit indwell in those that sincerely surrendered themselves and their sins to Him. Thank you Jesus!

Because they didn't understand why Jesus had to die and rise again. They had to see Jesus after he rose from the dead. Since he could no longer continue his ministry on Earth since he was "dead" as far as the Romans and the Jews were concerned, he wanted and needed the apostles to continue his work on Earth. So he gave them the gift of the holy spirit to preach as Jesus did.
