The impacts are social, economic and biological.

Biological impact - Sheer loss of life. The population is being slashed by such high mortality.

Social impact - People tend to acquire HIV as young adults, which means they are adults when they die of AIDS. This means an entire generation of adults is being wiped out, creating a generation gap the can neither support the elderly nor the infants.

Economic impact - Adults make up the workforce. When you lose adults, you lose workers. You lose farmers. You lose business men and traders. You lose BUSINESS. Africa is already pretty weak economically due to war, lack of education and famine. Kill off the workforce? And you wind up with a society that has no means to support itself at all. and to boot? You will need money to provide health care to the millions of people who are sick and dying. Because there are no workers to make that money in your society, you will need to beg for assistance from other parts of the world.
