Condoms are not 100% effective in preventing the spread of STDs. They definitely HELP prevent the spread of STDs but they are not 100% effective. The condom can break, tear, slip off, etc. The only thing that is 100% effective is abstinence.
Also, there are certain STDs that can be spread by DIRECT skin to skin contact like genital herpes and HPV. Even if a condom is used, it's ONLY covering the man's penis, NOT his entire genital area. So, just the rubbing back and forth of the genital skin during foreplay or sex is enough to spread either one of these STDs.

If you use a condom properly and it does not break, you will not get HIV.
However, there are other things you can contract - if you are unsure, you should be tested.
