It's a bean flour from the moth a.k.a. tepary bean.

You can find it in Indian grocery shops.

Although this is an old question, I wanted to add this part. The current best answer says moth bean a.k.a Tepary bean which is not so.
The moth flour is made from the moth bean which is different from the Tepary bean. Tepary bean is native to South America/SW USA and its biological name is Phaseolus acutifolius but the moth bean is native to India and its biological name is Vigna aconitifolia. They might have some gene relation somewhere as they look similar (I am not a botany expert).

Wow, my wife is Indian and I have seen "moth" in Indian grocery stores. I presumed it was some kind of seeds; but I must admit the name gave me the heebie jeebies. I very familiar with a lot of Indian food ingredients but not that one. Thanks, Drusilla.

A Good idea indeed !! Vada is considered namkeen . Since u are preparing the c/nut chutney, u might as well make idli or dosa to go along with it. Both are healthy & nutritious & the children will love them. Namastey!
