Children are the most vulnerable to unexploded cluster bombs, because they're brightly coloured, so they like to play with them.
However it was hard enough to ban land mines, and you couldn't even SEE them, making them that much more insidious. Cluster bombs make a very large amount of money; and that is really what matters to those in power - not some maimed Lebanese kids who won't even be able to vote for them. They certainly SHOULD be banned, but it's going to be a hard battle.

This type of call is pointless. The only thing it will do is handicap the people that do follow the rules while the people that actually cause the problems use them with impunity. Its a nice gesture, but all it will be is a gesture.
For example, if the US destroys all its nukes, doesn't mean Russia, Iran, North Korea, India and Pakistan will stop making them.
This is expecially true today where we fight enemies that feel no need what-so-ever to follow any rules. All you do is hamstring the people that follow the rules and stop those that don't follow the rules.
