He may just be shy. I was terribly shy growing up and it took moving out and starting my own life to finally break out of my shell. You'll most likely just make him more self concious if you try to help him talk to kids. Karate could help because you're in a group but it's pretty individual. Then he'll learn defense and strength. I think Karate would be really good for him.

Stop thinking there's something wrong with him just because he's shy. There are all sorts of people in the world. There are shy adults, and out-going adults. Why assume there's something to be fixed just because he's a shy child? That's just his personality. Love him for who he is, not what you want him to be.

Don't try to change him, let him be who he is. What you can do is see if he wants to have play dates and invite a friend to come over to his house and play. Or have a small party yourself with parents that have kids his age at your house. Take him to play areas with other kids. Don't say he is shy or he will be shy.

Take him to some sports. Maybe you can start with jogging in a park, then escalate to some games like basketball, badminton, tennis... Swimming will be good, but don't force upon him, go nice and slow.
Hope it'll help successful.
