The toes, represent the ten kings or kingdoms, into which the western Roman empire was divided, by the coming in of the Goths, and Hunns, and Vandals, into it; and are the same with the ten horns of the beast, and the ten kings which gave their kingdoms to it.
It is commonly believed that when the Roman Empire fell, it was divided into 10 different nations, from which all other European nations came from.

The feet are of iron & clay, & represent that the existing kingdoms are not united, just as iron & clay do not form a solid bond.

The number 10 in the Bible signifies the total sum of all that exists of something, in this case, all of the currently existing governments (kingdoms). It does not mean that there are only 10 in number.

They are the same as the ten horns of Revelation

Rev 17:12 And the ten horns which thou sawest are ten kings, which have received no kingdom as yet; but receive power as kings one hour with the beast.

These are the ten political subdivisions of the Roman Empire after it fell.

Ostrogoths, Visigoths, Franks, Vandals, Suevi, Alemanni, Saxons, Heruli, Lombards and Burgundians.

Daniel and especially Revelation are all about the Roman Empire!

That is the big question in prophecy today. Everyone would like to identify those kingdoms, and much speculation has been done to identify them. However, gat this stage in time no one seems to be able to present an idea that even seems plausible. Personally I don't think they will be revealed until the tribulation time.

2Q&Learn got there before me :-)

Yes, 10 means completeness, hence it means ALL the rulerships that have come into existence since the fall of the Roman empire.
