When considering art and artists it is not a good idea to ask who is the best. I dont think that you, me or anyone can make a judgement like that.
I would like to rephrase your question and ask if Rene Magritte made a special contribution to art history, and if, so for what was he special?
Most people like his images because they show everyday objects - a pipe, a man in top hat, umbrellas, rain falling etc.- depicted in witty and amusing poses or situations.

I don't think Rene Magritte is considerably one of the best artist, but I do disagree with Puppy Zwole however, I do think he was a good painter and a great mind in the Surrealist movement..
When he came out with his 'Ceci n'est pas une pipe', was genius, it is NOT a pipe, it's a picture of a pipe which does put a new perspective on the way people view things..
I also think he was a very talented man, and put his own twist on Surrealism..Like in Personal Values, it's brilliant..
Yeah, but Dali wins as the greatest Surrealist ever anyway!

He jogs the imagination but he's not a great painter.
