When considering art and artists it is not a good idea to ask who is the best. I dont think that you, me or anyone can make a judgement like that.
I would like to rephrase your question and ask if Rene Magritte made a special contribution to art history, and if, so for what was he special?
Most people like his images because they show everyday objects - a pipe, a man in top hat, umbrellas, rain falling etc.- depicted in witty and amusing poses or situations.
Read "philosophical gestures" at http://en.wikipedia.org/wiki/Ren%C3%A9_Magritte#In_popular_culture
Also read a v. good summary of his approach to art and what was special about his painting at http://www.sfmoma.org/exhibitions/exhib_detail/00_exhib_rene_magritte.html

I don't think Rene Magritte is considerably one of the best artist, but I do disagree with Puppy Zwole however, I do think he was a good painter and a great mind in the Surrealist movement..
When he came out with his 'Ceci n'est pas une pipe', was genius, it is NOT a pipe, it's a picture of a pipe which does put a new perspective on the way people view things..
I also think he was a very talented man, and put his own twist on Surrealism..Like in Personal Values, it's brilliant..
Yeah, but Dali wins as the greatest Surrealist ever anyway!
