An alcoholic is not a fit pet owner.
The Animal Welfare Act has recently been introduced. This is from the RSPCA website about it:
The Animal Welfare Act includes a new 'welfare offence' - which put simply means that the owner of a pet is legally obliged to care for their pet properly, by providing:
a proper diet, including fresh water
somewhere suitable to live
for any need to be housed with or apart from, other animals
the ability to express normal behaviour
protection from and treatment of, illness and injury.
This last one means the puppy should have its jabs.

There are places that do the jabs for a small donation if people can't afford the vets bills - or may even do them free of charge. If the pup is being mistreated then you need to report it to the RSPCA

Ring the RSPCA now (0300 1234 999 - 24hrs) and report her for cruelty, if you can take photos and then they can be used as evidence. You never know, might help her get on the straight & narrow instead of being a drunk. I feel so sorry for the poor doggie :(

A. Contact your local RSPCA
B. Remove the animal and call the RSPCA
C. Call your local authorities and report her abuse of the animal.
Whatever you decide, do so quickly. This pup does not deserve her cruel treatment. The dog deserves to have a good life with a loving person that will actually CARE for it and give it the love it needs.

why did this person get the pup in the first place you really need to act now before something worse happens contact a rescue society asap before that puppy thinks all humans are like this and turns out to be a dangerous dog

You have got to ring the RSPCA....
This is crulety to the poor little pup and its not on.
You can report her annonymously too, but you must do this ASAP, its disgusting how someone can do that to a poor defenseless animal and so young.

ring rspca as she is causing the puppy stress,a dogs nose should never be rubbed in its own wee as it can damage their smell glands,if she can,t stay sober then she is not gonna be responsible for something that is dependant on her,what if she is so drunk she forgets to feed it,or passes out for hrs it,s not fair on the puppie,do something before its to late.

she can go to the blue cross they do jabs and other stuff for a suggested donation if you think the puppy is being poorly trated phone the rspca they will give advice and step in if need be
