How is it correct?

or
"if we overtook costs, then...."
?

"if we were to overtake costs, then ...." Much better.

You're dealing with the future subjunctive in this case.

Well... It depends on what tense you want the phrases in. the first one is in future and the second is in past.

Either way, the second one sounds a little better only because it doesn't create a verb confusing nor a tongue twister.

The second one is correct though the first one is often used. "would" should be used only in a consequential clause, not in a causal one.
