If your neighbor is always mad at you, as you say, obviously he/she is angry at you.You may visit them sometime with a small gift,flowers etc and let them come out and express their grievances with you. These can be amicably solved..I believe that a friendly neighbor is an asset. An unfriendly neighbor shall always be a pain in the mind.
