CA stands for Chartered Accountant.
The value of Distance Education depends on which field you are in. MS/MTech distance education from reputed Colleges like BITS Pilani, IIT's and foreign does carry some weightage in Software industry if pursued while working.

When the distance education is done by the recognised university/Institution, the degrees are automatically recognised. If otherwise, we may check with UGC(their website and publications list recognised institution/degrees) or Association of Indian University Publications/contacts.

If the courses are from recongised university, they are recongised and valued at all the government departments for employment.

CA stands basically for Chartered Accountant, people who are experts in financial accounts keeping and taxation matters. CA could also be for Cost Accountant who keeps track of costs and expenses, planning of financial expenditure etc in projects and companies. But in India CA is popular term for Chartered Accountants.
