Laying in his litterbox would make me nervous.. Are you sure he can pee?
With how common urinary blockages seem to be in male cats lately, I would have him checked out just to be safe..

Fleas do not cause lethargy and vomiting, You need to see a vet if the cat continues to vomit.
You can check for fleas by combing the cat, preferably with a flea comb, and looking at the hair on the comb - any black specks? These are flea dirts (poos) - the first sign that fleas are present. They turn red when you wet them.
Like I said - vets, if the cat continues to vomit or if he doesn't stop laying around!

I have never heard of a cat being lethargic or throwing up because they have fleas. I would have the cat checked out at a vets. Has this cat eaten or chewed on anything that is poisonous to a cat? Such as a plant, or flowers? Below is a link to a list of plants toxic to cats.

He could be really REALLY sick, i suggest that you go to a vet soon or something, a healer would be safer, since they are natural and don't use chemicals, but i suggest that you get your cat some help IMMEDIATELY!!!!!!!!!!!!!!!
