There's no such ideal age group. A person gets pleasure from touches and caresses at any age.
But logically the boys and girls must be starting when they enter in the age where they start to develop into adults. May be from the age 10 to 12 onwards or so.
Why not ask some doctors?

Girls start masturbating normally at the onset of puberty. Puberty in girls starts at the age of 10-11. Boys normally starts masturbating at 12-13. It depends on various facts like genes, food intake, friends etc.

Even very little children enjoy by touching their private parts and parents start to say, "You should not touch this... it’s bad..."
But at this age children are not conscious about what they are really doing.
Real masturbation (when we are aware of what we are doing) starts around puberty, girls around 11, 12... boys a little later.

When they begin realizing or hearing from someone what sex pleasure is.
My best friend is always playful and naughty and will always play aroud with everyone without caring about the difference between girl and guy. For him touching, kissing, hugging are normal ways to express his happiness till his age of 16.
After that he came to know about the sex pleasure accidently by seeing his brother and his girlfirend (oops!). Then started mastrubating.

its depends on your society, people srounding you, what type of your friends and ofcourse how much privacy your parent maintain during sex. If your society, people srounding you and your friends are not good, vulger type then you learn this type of thing in very early age, just in the age of 7 or 8 years. offcourse you learn these type of thing if your parents not maintain privacy during sex. Feeling of sex both in boys and girls are from birth.
