If you're talking about your federal income taxes then your return can be filed as soon as you receive your W2's and/or 1099's from whoever you worked for in 2007.

It's possible to file as early as January 1, but it is also possible that you can't file until later.
In my 16 years as a tax professional, I have seen several returns that could not be filed until late February because the forms from the IRS were not available. The IRS can take a while to finalize forms.

As soon as you have received all of your paperwork, you can. Employers aren't required to have W-2's out until the end of January, but many get them out earlier.

in our town we are able to but only if you do a holiday loan. to where you get what you need for christmas shopping and when you do your taxes they take what you borrowed earlier. its helpful especially when its for christmas shopping or to help pay for your bills on this hectic month. you could ask any tax services if they are able to do this. for us all we need is the dependents ss cards, your ID, and your last check stub with the gross withholdings showing.
