I bought a plug and play video game that plugs directly on to the tv via composite cable (the yellow cable). I want to give it to someone in Asia where Pal systems are used. Does it matter for composite video whether it's viewed on an NTSC or Pal system?

Yes, it matters.
Composite video can be either in PAL, NTSC, SECAM, etc. formats. Unless your friend has a mult-standard TV he/she may not be able to use it.

I(f you can get the three components chroma R G B then that would work ok but composite still carries the PAL ( phase alternating line ) format ! .
Still there are are a few usefull ideas from the other answers !!

It WILL MATTER....your PAL TV will show a black and white picture with some possible pulsing in the picture....

NO color whatsoever....

You might be better off sending a gift certificate FROM the store in that area....

OR BETTER YET...send one of those VISA Gift Cards! Just make sure they work in the country you're sending it to....
