There is a reason why there is a law and you can't get one legally until you're 18. It's to protect you.
You can use a eyeliner type of pencil and create a temporary one. Or temporary tattoos.
I know you think that right now at 15 that you won't regret getting it. But a lot of your views will change from 15 to 18. I know when I was 15 I wore black nail polish everywhere just to piss my mom off and because I've always looked like a goody goody and I was just tired of it. And I thought that getting engaged before you were out of highschool was stupid and getting married young was just as dumb. I'm almost 19. I prefer a french manicure (I get more respect if I look clean) and I'm got engaged Feb. of my senior year. And I'll be married right after turning 20. You might not think you'll change now but you will.... Trust me. You change as you mature and grow up and although you might still want that tattoo you might not want that same design you might want something more classy.

There are actually reasons why it is illegal for people under the age of 18 to get a tattoo without their parents' permission.
It's not just to make you mad, or make you want to do something as ignorant as trying to give yourself a home-made tattoo.
Not only are you (obviously) not mature enough to be making decisions about what is going to be put on your body for the rest of your life at the age of 15, but your body is not done growing. If you put a tattoo in the right spot, it will keep growing right along with your body, which will result in a very bad looking tattoo.
The moral of this story: Wait a few more years, you'll thank yourself for not wanting to kick your own rear end later.

I know of a couple of ways, but I am not willing to share. Almost all home tattoos look like crap, whether it be drawn out like crap, or it will eventually bleed out within a year. And, your 15, what do you plan on doing with your life? You can wait 3 more years and then you can get a professional one done without your parents approval. It's worth the wait, trust me. I have a homeade tattoo that I got when I was 17, and I recently tried to have it redone by a professional and it doesn't look any better than it did before due to previous damage.

I agree with Julie C. Henna is probably the best way to go. Like everyone's said homemade tattoos look horrible and are dangerous. You probably wont get the look you want.
Even though it doesn't seem like it 18 will come very quickly and experimenting with henna could lead you to finding the perfect spot and design for yourself.
You could also start saving up to pay for a very nice and detailed artist.
I'm 18 and have been thinking about what i shall get for a tattoo for 3 years, i'm between a few designs and plan on saving and thinking further. I will probably get one in 3-5 years. haha - good tattoos are expensive.

Not only is giving yourself a tattoo stupid, but it's dangerous as well. Homemade 'tattoos' never look good, no matter what, I don't care what anyone says. I have seen a ton done, and they all look the same. Also, unless you have an auto-clave laying around your house, you do not have the proper tools to sterilize your equipment.
I have a girlfriend who couldn't wait to get a tattoo. She has 2 that are homemade and they look terrible. She hates them, but doesn't have the money to cover them up or get them removed. I waited to have all my tattoos done professionally, and the difference is night and day. If something is going to be on your body for the rest of your life, isn't it worth doing it right?

Why not try a henna one, that is, that you apply to the skin to dye a pattern on top. It won't just wash off, and it's not 'temporary,' that is, it really dyes your skin, just the top layer. No needles, no blood, no disaster.
You can do that yourself, without causing infection, without making an actually permanent scar in your body (which is what you'll get-- a weird, misshapen, colored scar if you try it yourself). And, you can experiment with all kinds of shapes, placements, sizes, etc until you can get a permanent one.
I'm really not trying to be patronizing, but this is one of those things it would be completely irresponsible to tell you its a good idea.

Take it from someone in the business...
I'm not being rude saying this, just honest. Don't do it at home, don't make a cell block machine, and don't pester your parents.
Doing it yourself you're likely to have a horrible mess considering you know nothing of the proper methods of tattooing.
Pestering your parents about it is only going to make them come down harder on you when you ask.
If you do it behind their back, there goes their trust in you. At your age, you need your parents to trust you as much as possible (I know from experience, I was a wild child, did lots behind my parents back, and they always found out and the consequences were always horrible).
Secondly, 18 is only 3 years away, that gives you an opportunity to mature and really feel yourself out to find out who you really are. What you like now maybe be something you despise in 3 years and trust me, you don't want to get a tattoo of something that you'll later regret.
I didn't get my first one until I was 18, wanted one from 16 on up and my parents wouldnt give in, and even the one I chose at 18 was something I grew to hate over a couple of years and it is now covered up.

You are just looking to be laughed at when you're older.
The reason why people spend thousands of dollars on a professional tattoo, is to make sure it's done RIGHT, done NICELY, and SAFELY.
The last thing you need is an infection from a homemade tattoo.

I think under no circumstances should you have a tattoo done at home, tattoos should always be done by a professional tattoo artist, just wait until you are 18 and get one, this will give you the time to think of a design that you want.

There isn't a way to tattoo yourself at home that is safe and will look good. Doing it at home is just setting yourself up to get some kind of raging infection and have a bad looking tattoo. I would rather have none then a stupid one. 3 yrs. isn't very long. When your 18 you can get as many as you want.
