I buy Today a car with repossesion title in a car auction
after i pick up my car can i obtain a new title or clean title ?
can i export it to another country ?
of whom is the car of me the buyer ?

The car was repo due to the buyer did not pay on the car. So the title owner (bank) Repo the car. The bank has the title and should have given you a signed title when you purchased it from the bank. If it was a repo car at a car dealer`s lot. Then it will come to you in the mail. Call the dealer or auction where you purchased the car from and get the title. Shipment of a car needs to go thru customs.

YOU CAN APPLY FOR THE VEHICLE TO BE LISTED IN YOUR NAME. IF THE TITLE STILL SAYS REPOED YOU SHOULD NOT HAVE ANY PROBLEMS SINCE IT WAS NOT TAKEN FROM YOU.
MAKE SURE YOU CONTACT YOUR COUNTRIES CONSULATE AND GET THE PROPER PAPER WORK TO TAKE THE VEHICLE OUT OF THE COUNTRY, YES THIS CAN BE DONE..
