If by highway you mean an interstate, then yes, because the breakdown lane is for emergency stopping only.

You would be putting yourself and your passengers in danger for several reasons:

(1) Fast-moving vehicles don't mix well with human bodies

(2) Someone might think you're having an emergency and pull over, placing themselves in unnecessary danger of being hit

(3) You may impede traffic when pulling over or pulling out

(4) Stopping anywhere along the interstate creates an inherent danger by narrowing the road

Is it really worth risking your life to take a silly photo?

Yes it is. Stop at any rest stop when you cross the state line and they will have one just like it that you can take a picture with. Its hard to do it at night though because they are reflective and when the flash goes off on the camera, it ruins the picture.

Yes, and even if it weren't you'd have to be passed by the most ****** cop in the world having the worst day of his life to get bothered for it.

yes it is and they will fine ya up to $1000 or jail time which ever the judge feels like. i recommend you do it around midnight
