George Santayana. (I have to admit I Googled the quote.)

I believe he meant that if you really understood the villainy of the God story told in the Bible, it would rob it of any inspirational value.

I don't know who said it, but I think it's bang on.

The Bible is a mythical book composed by a pre-scientific culture.
It was put together from different sources through them Middle Ages by the Catholic Church.
It contains remnants of a culture which we couldn't possibly condone.

Yet if you ignore all of that, you can believe this book will guide you through your life, with no need for any modification or critical thought on your part.

I think he meant that if you look hard enough in the bible, you can use it to support any position you take.

The bible was used to defend slavery in the USA 150 yrs ago, etc.

So in order to blindly embrace the bible as the 'gospel' you must clearly not understand just how irrational and contradictory it is.

Why would a piece of literature be an inspiration for someone that doesn't understand it? Is Shakespeare an inspiration for illiterates?

Was it Mark Twain?

I think whoever said it means that it is ambiguously blissful, kind of like faith.
