Hello. In general, a Muslim woman may style her hair in a manner that is pleasing to her and her husband. She should, however, avoid styles that are distinctive of the disbelievers, such as radical cuts like mohawks and styles that deliberately imitate actresses, dancers, and other people who would be considered of questionable morals by Muslims. Also, women should not resemble men so they should not cut their hair short. There would be exceptions for places where this is customary and not considered masculine, such as in some African countries where men and women both have short hair and this is a normal thing. And Allah knows best.

Answer is YES. They can beautify herself for her Husband so he comes home straight from his work and doesn't think about other women in work place.
Prophet recommended (not ordained) saying best place for women is their home. If all husbands can afford to manage family by his income alone and women do not work with men there will be more love between husband and wives in absence of competition for their wives. For this reasons in Muslim societies prefer to work in female environments like girls schools, females hosptials, girls colleges, sewing factories with only women workers etc.

Dying no because you are altering the body that God made for you. Cutting the hair yes but it has to be 1/4 of the way cut. You can't make it short because then you'll look like the men.
