Ok. Now I DON'T know how you're able to conceal your tattoo without using products/make-up. You can use a veil, but I still think parts of the tattoo will still be revealed. Like the others suggested, use Dermablend. There are products in certain bridal stores that can be used to "cover up" stuff. My friend's aunt got married (and she invited me...I don't know why) and when I saw her walk down the aisle, I saw that her tattoo was gone and I said "Wow...she must've paid alot to have her tattoo removed". My friend said "No...she bought some stuff at the bridal shop to cover up the tattoo". I don't know what the name of it is. I would call her but I've lost touch with her its been 2 years. One of the best I can think of is go to the make-up section of a department store (Nordstrom, Neiman's, Macy's, Dillards) and ask for any type of concealer, one that specializes for tattoos. OR...go to a tattoo parlor and ask if there are any products that you can buy to help you cover the tattoo.
If you don't want it to ruin your beautiful white dress (which is impossible)...I suggest you let the make-up dry for a LONG time or put something on the inside of your dress and CAREFULLY slip it on. Other than that...I don't know.
I don't know WHY you would want to cover up the tattoo. I do understand about the in-laws. Because I'm still wondering why my bf's mother hates me so much and I'm so sweet to her. But if your fiancee loves you and your tattoo, why not show it? What would you do if you and your fiancee's family go on a vacation where a bathing suit is needed to be worn? Maybe they think its "taboo", but its body art. And nothing you should be ashamed of. You don't live to please everybody, and it's your body. Especially since it's YOUR wedding. You paid all of that money to get it done and suffered from a whole lot of pain to get your back covered with that dragon. I'd show mine off. Why go through all that trouble? But I DO understand taking pictures and not wanting your tattoo to be shown though. But sooner or later they'll know.

congrats on gettin married soon!
unfortunately i believe Dermablend is your only option! and some of that might rub onto your wedding dress =(
its just like a really thick coverage type makeup so it will cover your tattoo a lot better than an average foundation that you would use on a daily basis. Dermablend is available at department store makeup counters
ANYWAYS,
if that doesn't work your other 2 choices would be to just let it show or choose a different style dress that would cover it.

Why hide it? Aren't you proud of your tattoo?
If your fiancees family doesn't know about it, maybe now is a good time for them to learn. If they like you, I am sure a tattoo, no matter how big or small won't cause them to hate you. They should just accept you for who you are.
I know that when/if I ever get married I will proudly show off my ink and metal, if a family member of mine or the family of the guy I marry doesn't know about my huge back pieces then they will soon learn.

Tell dad it's not possible to beat a tat away. Also, check out the site below. It will cost you a little more than $25, but if you really want to conceal your tat, use what the professionals (celebs) use. There are pics of tats before and after in the 2nd link. Good luck!!

Dermablend works really well for scars and tattoos, I believe they sell it at Ulta and JCPenny. Depending on your skin tone, you might have to buy two colors for blending and then just it with powder. As for not ruining the dress? That's a whole other question I can't answer.

You could get a high backed dress or use dermablend. Those are pretty much your only options.

go to a tatoo parlor see what they can do
put your hair down if its long enough
have a shaw around your shoulders
Or tell his family if you think their up for it.
