Yes, its the Selective Service. That's why they force you to sign up when your 18. Not my best birthday present that year. But the decision to hold a draft comes from the president.

Yes, all men between the ages of 18 and 25 must register with the United States Selective Service, so the Government has information for soldiers in the event of a war.
Vacant spots in the military can only be blamed on the Commander-in-Chief for using (and potentially causing death of) active military, or from an insufficiency in citizens registering for the military.

Yes, the Selective Service is in charge. Although there is no draft at the present time and has not been for many years, a person is still required by law to sign up on the 18th birthday. Yes, Congress is responsible for the military budget and when it is reduced, the specific branches must cut personnel and supplies according to the reduction.

The Selective Service is a data base.
Local draft boards would be instituted to screen those called IF a draft were imposed. You are safe, a minimum score of 31 is required to get in.

Conscription is evil. No state has the right to force people to murder others. The draft in Vietnam was abhorrent. Any government that supports it has no right to govern.
