They look like blackheads, but are sticking out on the hair strands/pores all over under my cat's chin. She has no fleas. I cleaned it yesterday with a warm wet cloth and soap. Now, they're all back. What is causing it? I have no clue!

Ah yes the food is in a plastic dispenser. I guess I'm tossing that in the trash and will use ceramic from now on!

Sounds like a case of "kiity acne", Hon.
One of the leading causes of this is a reaction to plastic food or water bowls; I recommend switching to porcelain or stainless steel.
To treat the acne, rub your kitty's chin with a cotton ball dipped in hydrogen peroxide, twice a day. It will probably take a couple of weeks for the acne to disappear, but this was the treatment recommended by my vet when my white cat, Jack, had it. It worked!

Sounds like feline acne. I have not heard of the type of material used for food bowls being contributory for this. Try ceramic bowls by all means, but if it doesn't clear up or it seems to be troubling her, see a vet. It's a pretty common problem that can be treated.

that's feline acne, its usually caused when the cat eats for a plastic bowl. Bacteria grows on the plastic and well the result is acne.

The quick fix is change to a stainless steel or ceramic bowl.
