No, they don't. Personally, I prefer to use "bold" typeface to emphasise something. Capital letters may give the impression of shouting, which may be rude in most cases, except in emergency cases when you want to save somebody out of love. Unfortunately, Yahoo Answers don't allow us to use "bold" typeface, so the best alternative to emphasise something is to use capital letters. I seldom use them myself, except to highlight some words where necessary to make a point. :)
