Many programs characterized as 'social services' do harm the economy, in the sense that they take money away from those who would likely invest it (investment grows the economy in the long run), and give it to people who would likely spend it (which is inflationary).
But that aplies regardless of the legal status of those who recieve such largess. And, it's a controversial analysis, in any case (an example of 'supply side' economics).
Another way of looking at it is that providing social services to illegals subsidises those who employ them. Law-abiding employers give thier employees relatively safe working environments, reasonable hours, at least a living wage for full-time work, and generally some health insurance or other benefits. Employers who exploit illegals pay sub-standard wages for grueling, often dangerous work. You can only take so much such abuse before you find yourself falling back on social 'safety net' services. The employer exploits the illegal, reaps larger profits, and society picks up the peices.

Social services are paid for by taxpayer dollars.
The more those cost, the less money the average citizen has to use as he/she chooses.
When the average citizen has less money, they can't purchase goods or services to put the money back into the economy.
Ask yourself, is more taxation good for the economy? If so, maybe the tax rate should be in the 90% range? Since that's absurd, you have your answer.

They hurt the economy by using the services because of increased taxes needed to support them. That is a drain on the economy as it takes capital out of the hands of business.

Switch it around. It doesn't look good if a question is a topic sentence. And then answer it by saying no because illegal immigrants don't get social services!

Never have a question (even a rhetorical one) as your topic sentence. In fact, don't use rhetorical questions in formal writing at all (just to be safe).
