Empty the jails of illegal immigrants? Are you kidding me? They are in jail for a reason, such as assault, murder, rape, child molestation, burglery.. ect. Do you really want those people back on the street?
And just because a bill is sent somewhere, doesn't mean it will be honored and paid.

The obvious problem with emtying the jails is that you have a bunch of criminals running around loose. Well, presumably worse criminals than the 12-20 million running around.
Billing the country of origin probably wouldn't go over well either, though it might be the sort of thing you could sneak into the next totalization agreement....

if people don't have documents (passport etc) how do you determine the country of origin? It is a nice idea but it doesn't work practically.
