In general, Wiccans see it as a none harmful act, and so recognize and celebrate the decision of the happy couple. And why not? If two people love each other, don't they deserve to be with each other? Love should be celebrated, not criticized. A lot of critics of Wicca point out that since you need a man and woman to procreate, same-sex marriage isn't natural and goes against Wicca, being a nature based religion. This is not true since humans have evolved past the time when we needed to procreate to survive. Homosexual couples play a different role in society and are as natural as heterosexual couples.

The early Covens which made up Wicca in the 1950s under Gerald Gardner did not allow same sex marriage, but then neither did society. This was based on the belief of the male female balance with in the creator, or creative energy of our Lord/Lady. Horned God and Goddess.
Covens were made up by paired female /male working partners working magic within a set polarity. Since then society has moved forward, and so has Wicca. Most of us fully realize that there is Male/female in each of us and our souls are in fact bisexual, our sexuality being a form of manifestation. There fore magic can be worked by two people of the same sex, who manifest the opposite energy of their partner.

Yes. Wicca not only has entire denominations devoted to LGBT members, but also celebrates same sex partnerships. I've seen several handfasting ceremonies written specifically for gay and lesbian couples. (And up here in Canada, as a legally appointed marriage commissioner, I can make a same sex Wiccan ceremony also serve as a legal marriage service.)
EDITED TO ADD: I should be more accurate in responding. Some Wiccans are okay with same sex marriage; others are not. Most of the ones I know personally are fine with it. It varies by individual and by Tradition.

I'm Pagan, and not Wicca, but with that said I support the civil and human right of all people to be equally respected and enforced. The would also cover marriage between two consenting adults, wheather 2 males, 2 females,or one of each

Not an expert on wicca, but I would assume that it doesn't forbid it but probably would perfer a marriage between a man (representing the horned God) and a woman (representing the female or Mother Goddess)

almost always, but it is possible that some hetero-only Wiccans and groups remain. By and large, Wicca became very gay-friendly by the 1980s.

It would be up to the individual or coven seeing as there really is no such thing as anything approaching a central authority on what is and is not Wiccan.
