Given the information that was available in 2003, should the U.S. Congress have voted to go to war on Iraq? Why or Why not?

These are my reasons:
1. Saddam was commiting an act of genocide
2.Get more Rescorces before we are blocked from it

1. Saddam did commit atrocities, particularly in the 1980's through the end of the first Gulf War. He purged many of the Shiite communites that oppoesed him, both during the 1981-1988 Iran Iraq war, and at the end of the first Gulf War. He also used nerve gas and mustard gas on the Kurds late in the Iran-Iraq war. Overall, between 1979 and 1991 it's estimated around 350,000 people died as a result of his wars and purges. However, after 1991 Saddam made a lot of noise, but he wasn't involved in more massacres.

2. The WMD issue. Iraq definitely had chemical weapons at one time, and did have an active bio-weapon development program as late as the mid-90's. However, there was nothing active when we invaded. Saddam wanted Iran to think that he might have WMD so they wouldn't invade, but he also didn't want any more UN sanctions. He disposed of everthing they could find, but left some ambiguity via bad record keeping.

3. However, Saddam's military kept lousy records. A lot of weapons were lost or unaccounted for, especially those used against the Kurds in the late 80's. That's why the UN couldn't find anything, but they couldn't account for everything. As a result, we have found chemical weapons (up to 100) in small isolated numbers here and there. However, they have been found in such poor condition due to chemical decomposition as a result of age and heat that they are next to useless.

You're wasting your time. We are not at war with Iraq. Unless Congress declared war and I missed it.
