Do you mean Henry II? He didn't, though England's Henry VIII did expand his reign into Ireland.

Ireland was not officially annexed until the Act of Union in 1801, under George III. That formed the United Kingdom of Great Britain and Ireland, now just called the United Kingdom (made up of England, Wales, Scotland, and Northern Ireland).
