It's not about how many years you live in te U.S.A. It's about how many years you've held a legal status. If you've been living as a legal resident for 5 consecutive years then you can apply for citizenship and don't have to have a green card.

An alien living in the U.S. would need a green card for his entire life.

If the person naturalized, then they wouldn't need the green card anymore, but a person from a different country needs a green card to live in the U.S., and there is no point in time when that requirement goes away unless they become a U.S. citizen.
