Aside from your exerably-phrased question, the answer would depend on what TYPE of wrapper you mean. Some are thermoplastic, meaning you can re-heat and re-shape the plastic, and some are thermosetting plastic, which means that once they are heat-shaped, they retain that shape. Most wrappers are some variation on polyvinyl, such as polyvinylidne chloride (PVdC) , the precise chemistry determining various subtle characteristics, and it's recycling classification. Obviously these are petrochemicals. These items are made at plants that produce huge rolls or sheets of the films for use by others. I hope this helps.
