Sorta...you are actually hitting this question square on, which would make a Politician crap themselves as they contrue some lame, empty response.
Capping funding means that the DoD only gets so much to execute this war. So, while paychecks are not included in this ammunition, food, water and maintenance equipment is. Naturally, the DoD will choose armor for the vehicles over silly creature comforts (which the troops appreciate more) in order to continue the Mission they are given. So, what happens is less and less troops are sent over there because the budget is not large enough to substantiate their presence. So then the exist troop presence is strained as they are taking on the responsibility that was designed for more than them. Sure, the US could push some of the responsibilities onto the Iraqis...and I could get piss drunk and had my car keys to a 12 year old to drive me home, since the little brat needs to learn sooner anyway...right...
No.
The end result is the Liberals claim they stuck to their guns and reduced the war effort. The Troops get more work placed on them, which results in poorer performance and more deaths. Hey, not the Libs fault, as they wanted out of the war (bear in mind, two years ago they were bitching at Bush for not having enough troops there and now they are wanting to take more out....Democratic Party...slang for Waffle House). The regions becomes increasingly destabled and the insurgents pouring into Iraq from Syria and Iran (shia insurgents) then spill over into Saudi Arabia, and we get a little regional conflict on our hands...which means the Middle-Working class cannot afford the $10/gallon of gas (as is theorized if there ever was a regional conflict).
Maybe you should be asking questions to the Candidates instead of everyone letting CNN and the Clinton Campaign from staging the questions.

Election Year Politics.

I have a hard time getting "non-crtitical" parts due to funding now! Less money means less parts. Check my screenname, and guess how much is truely "non-critical".

The best way to support the troops is to bring them home. They were sent to Iraq on false premises, their mission has changed every few weeks and the army was never designed to be a police force.

some people talk just to hear themselves, and some say they support our troops, but buying a yellow ribbon for your car doesnt mean much!

It's classic myopic thinking. They are hipocrits.
