Does islam has the most criminals?

I know of alot of muslims who date, drink alchohol, wearing revealing cloths, have relationships with non muslims, perform kalvat... Islam says it is haram to do all these and it is punishable by law. All people do such acts but no other religion has law. Only islam has Sharia Law.
Not all muslims are punished for the crimes...
Does it mean Islam has the most Criminals in this world ?

No. Simple numbers don't work due to population size. What you need to research is CRIME RATE.

Which is usually "per 100,000" people.

For instance: there are more Xian criminals than Atheist criminals by simple numbers. (More XIans than Atheists.)

But the rate is much different and more accurate.
