They would claim that they mean it as an "observation" - "I'm just saying, you're going to hell for acting that way!" - but of course it's really an insult disguised as an admonition, just as "hate the sin, love the sinner" is the flimsiest possible excuse for good old garden-variety hatred without the slightest admixture of love.

Obviously it could be meant either way.
Christians, like other people, are subject to different moods and situations, and are not immune to errors. So, though it would be unworthy the name of Christ, it is quite possible that an angry Christian might say "you are going to hell" as an insult and without justification.
On the other hand, some people do so much deliberate evil that it is hard to imagine they are not going to hell. Still, nobody in this world can really know the end result.

Since no-one who says that has actually observed it, it can't be an observation. It's obvioulsy intended as both an insult and a threat.

some of you think that Hell is going to be fun. Yeah, a lot of people will be there, maybe even a lot of people you know. But you won't be laughing. It's a fact. Going to Hell indicates that you are a sinner (we all are) and that you don't have God as your savior and Lord.

to be an observation you would have to know with certainty. and since people cant predetermine Gods judgement. noone can make the observation.

Since God is the only one who will be the ultimate judge of that, I would consider it an insult. As my pastor says, a lot of people who THINK they're going to Heaven are going to be mighty surprised on Judgement Day!
