What program should I use to put tags on my pictures that's easy, fast and free?

Something that pops my pic on screen, I tag it, then it pops the next pic on screen, etc.
Also, it would be a plus if it ordered the pics into folders automatically according to tags.

You might try Picasa. It is free and fast. From google.

You can add keywords to images.

Once the keyword dialog is open, you just click on images in the library and add keywords. the dialog stays open. You can of course select multiple files and add a keyword to many files all at once.

I do not think Picasa can put these images in folders as you ask. I have not tried to do that though.

I use Adobe Lightroom for my heavy duty photo work. It is a superb program, but alas, not free.
