I bought my 1992 Jeep Cherokee in 1999 with 112,000km with tire size 225x75x15. I use to get 450km per 70 litre tank in the city.
Now there is 220,000km on the car and the same size tires. I recently done a tune-up (new plugs, cap rotor, cables and new oxygen sensor). And I unfortunately still only get 250km per tank. I'm not leaking gas and besides getting a new fuel filter is there anything else I could be checking for?

sounds like the motor is tired... does it need overhauled? you could also have a dead cylinder and thus fuel is sent to that one or more and not burned which means the rest have to work harder and he result is to get same speed as before you now need to pump more fuel to the functioning ( firing) cylinders... also could be odometer off, idle too high, or a leak you haven't found... i have seen fuel leaks that were small enough where there was no dripping... it would evaporate before dripping to floor and even seen leaks that only occured while engine running and then instead of dripping to ground the leaked fule would be spun off by moving parts or burned off by hot parts.... another thing to check - while running stick finger in tailpipe and check if residue smells like fuel

Not one person here has actually defined fuel consumption.
We really don't care about hear say of some kid's Dad, or people who do not own jeeps just sounding off to hear themselves talk.
What is your mileage on the Jeep, engine, rear axle ratio, two wheel or four wheel drive, (YES, they come both ways!!), and tire size.
What is the ACTUAL gas mileage you are getting?

Now we have something to work with. City driving is of course terrible for any car. If I understand you concerns the mileage has dropped from original.
Let me ask this, does the engine freely wind up to around 5000 rpm or is it sluggish? Sluggish????... could be converter, Which engine do you have? By the Metric numbers you gave, I assume you are overseas, which means you could have the Diesel. There were two engines on gas..( Petrol) during that time, as six and four cylinder.
No vacuum leaks?
Do you know what axle ratio you have? Numerically lower is better for fuel economy. You can change tires to the 235x75 which is around 2" larger in diameter,,need to change speedometer drive gear down by 1-2 teeth. This slows down the engine rpm and saves gas.
You could have a bad injector. Check color of spark plugs for one much darker than the others, indicating rich condition.
Clean air cleaner?
This is where I would begin to look.

i have a 94 Cherokee sport and i too had that problem i changed the fuel filter which is located right beside the gas tank on the drivers side i would try that its pretty cheap,and just like every one else said tune ups air pressure and tire will all make a difference

I get about 19.5-20mpg out of my 91 XJ 4wd 5spd. Tune it up, keep your foot out of it and make sure your tires are air up and should get decent mileage. This of course is if the vehicle is unmolested and running stock tires/gears. I am running 30's with stock 3.07 gears.

do you have big tires? r u in 4 wheel drive? its also an 92 jeep. its going to get bad mileage but check and see if u got a hole in the tank

HOW MANY MILES DOES THE VEHICLE HAVE ON IT? ALOT OF I-6 ENGINES THAT ERA HAVE 100'S OF THOUSANDS OF MILES ON THEM, WHAT DO YOU EXPECT. MY 21 YEAR OLD AUDI 4000 HAS 452,000 MILES ON IT,IT GETS O.K MILEAGE AROUND 26 MPG.IM ALMOST SURE IT PROBABLY GOT BETTER THAN THAT WHEN IT WAS NEWER. LIKE THE OTHER GUY HAD SAID" WHAT GEARS, TIRES, MILEAGE ON VEHICLE ?" MORE INFO MIGHT HELP!!

check your tire pressure. get your vehicle tuned-up. check your high tension wires.
also, it's an SUV...don't expect great mileage.
