Can a boat on it's trailer go ro/ro on a train? Where would I get a quote for something like that?

It all depends on the size of the boat. It would have to fit in / on a rail car. If the dimensions of your boat would fit on a rail car, call your local, friendly railroad company and ask for a quote.

What you really should do is go to the offices of the local railroad company and ask someone directly, I hope my answer helps you.

No! the railroads don't ship crap like that. The onlt way is to call a boat hauling company or do it yourself.
