Yes, PSP can serve as a remote for PS3 via Remote Control function. If your PSP is connected to internet and your PS3 too - it can be done, you can turn on/off your system, etc.
If you plug your PSP directly into PS3 via USB - you can use PSP as a flash drive, access multimedia from PSP with PS3. Some PS3 games support PSP as a rare mirror, etc (I've heard it but never seen it myself).

Remote play is the big feature.

If you have a movie or music saved to your PS3 and are outside at a place that has internet acces, you can turn on on watch or listen too the music or movies on the PS3 from PSP without having to download it to the PSP.

Soon you will also be able to play some PS3 games on your PSP. Not sure how it will work yet but I guess the PS3 will just beam the onscreen action to the PSP and you can play it from PSP but the PS3 is still running the game. Some games wil suffer from the loss of one of the analog sticks but a few will play just fine.
