the key is LIGHT WEIGHTS and MULTIPLE REPITITIONS... im assuming that you are already working out, if you do hevy weights you tear the muscle and it "swells", but with the light weight you dont tear the muscle as much, but you continue to target it with multiple repitions... its like using a fine chisel to target an area, you cant use a sledge hammer because its too much... i hope i made sense
