You should also make sure that you are clear on the policy regarding transfers within the company. You say that you have been a teller for 6 months. Is that also 6 months with the company? Depending on the policy, you may have to be there a year before being eligible to transfer to another department. With that said, I would make an appointment to see someone in HR, preferably the person who is recruiting for the position. Tailor your resume and cover letter to reflect the qualifications that they are seeking. You say you do not have experience in HR but that doesn't mean you shouldn't apply. When you speak with HR make sure to point out where your qualifications fit in with the open opportunity. Besides that fact that you are an internal hiring, saving the company money on an external candidate search and interview process. Making an appointment rather than just stopping in and expressing interest shows that you are serious about the position and professional. Wear a suit as if you were going on an interview. Go for it! Telling the HR person would be helpful, that way the person can put a picture behind the application and get a feel of your personality and shows intiative on your part.
You can also at the same time send an email right after you tell the HR person.
Your experience in accounting and having a degree should make up for the lack of experience you have in HR.

I go tmy position in Human Resources the same way. I work in retail and started in the visual department. When an office assistant position became available i submitted my request to transfer in person an interviewed with the store manager. I was told it would be temporary and on a probationary period. I excelled in the position and was given the position. Working in the office I was given more responsibilty and eventually the opportunity to move to the Human Resources Department with no formal training I learned the job and just showed management that I could learn and do the job. Two years ago I was in Customer Service at my company and there was an HR position open. I applied for it even though I have no HR experience I got it. Be sure to let them know you are open to taking classes to improve your HR knowledge. There are lots of classes you can take at night or online from different Universities (at least in our area) and most companies will reimburse at least some of or all of the cost of the classes!

I work in HR myself and am tired of people with no education or experience in the field applying for jobs in my field. I got into HR the hard way, I trained for it. I accepted internships while I was in college, went to a ton of seminars and got my certification in the field. I also have a degree in Human Resources at both BS and MBA level.
Being a HR professional is very difficult and involves highly technical skills. Sure if you are doing clerical work in HR fine, but do not expect to do well in the field with no training or education.

The reason they are asking for an e-mail response is that they have to have something in writing. They cannot accept just a verbal interest. REview the information posted to find out specifically what they want. Most likely, they will need a resume.

I would go see the HR in person and let them know your interest. Plus you need to emphasize your administrative and people-skills abilities. Don't undersell yourself by saying "I have not HR skills". Find out the job description and plug what you have done in work experience to the job description. Sell yourself and your positive energies!

You should apply if you are interested in this position will give you more experience in something different and a better opportunities of work.
