How do I add animation (blinking or flashing) to clip art?

Does anyone know how to add animation to clip art or a picture? I have MS Office Suite 2003, Microsoft Picture Manager, Paint and Publisher. Will any of these programs work?

u can create the gif format file. don't think the mentioned program can do it.
