It depends on the choice I'm making..some choice require the brain, others need the heart...some choices are pretty much made for you (yes - I'm not fond of my job, but I need the money...). We have control over every choice we make - even if we choose not to make a decision.
If you're talking about something happening to you - such as an accident or something - then yes, you can only respond with the choice of how to respond - the actual happening would be beyond your control.
