I don't know how to write code and I don't want to use an existing layout. I did a mockup on photoshop, is there anything similar where you can put this here and that there easily?

I don't know about "easiest", but the "best" is probably Adobe Dreamweaver:

"I don't know how to write code and I don't want to use an existing layout." - If you can't write HTML code, then you MUST use an existing layout. There is no "Magic Button" to create web pages.
That said: iWeb, but you need to use the supplied layouts AND pay for the ".MAC" account to host it,when the free trial is over.
Or, pay to have a Web Designer do your site for you.
