He really doesn't need golf tees or more golf balls. You should consider the things listed below. How about if they are ranked by preference with a number on the left hand side? Sorry, they are not in preference order already, some brainstorming was required to create this list.
All items here are between $30 and $90, even in the case of #3 (total). As you can see, each products ID number, per the website, is given in case of a bad link though the links have all been double checked to ensure accuracy.

Golfers always need more balls & tees. The gift certificate to a local course is always good too. Golf shirts and jackets are something a golfer needs also. If they wouldn't be offended, lessons with a local golf pro wouldn't be bad either.

The easiest way to learn golf like a pro is by following "The Simple Golf Swing" program. It's primarily a 31 page eBook that teaches golfers how to make solid contact with the ball, how to avoid hitting fat, how to avoid slicing, how get more power, accuracy, and consistency in your swing. Consistency being the number 1 golf skill.
You not only get the eBook though, you also receive a ton of extra material including video, lessons on putting, driving, chipping, sand play etc. Here is their official site: http://www.golfswingguru.net

My husband is a golfer and has all the golf equipment he needs, so i usually buy him a gift certificate for a round of golf at his favorite golf course. Golf is expensive to play, so i would think any golfer would enjoy that gift :-)

How about some coloured golf balls just in case it snows. Even snow doesn't keep the most avid golfers at home. Failing that a nice tankard for the 19th hole.

Who is this golfer to you? Father? Husband? Brother?
Walk into any golf shop and just ask them. They will direct you to the perfect things that golfers can never get enough of.... like balls.
If you go online and start googling, there are a lot of novelty items that are really funny....

I would say that golf balls would be a good choice, or some sort of golf shirt. Those are both things that golfers need and are relatively inexpensive
