HAS ANYONE TOLD YOU HOW RUDE IT IS TO USE ALL CAPS?

You can't make her go to rehab but if her children are in danger the father(s) should be notified as well as Child Protective Services.

No, you can't force anybody over 18 to go to rehab, even if every single member of the family signs some form. And, a conservatorship would probably not be granted just because she is on drugs. You can and should call Child Protective Services though. They will come and check on the kids and if things are like you say, they will probably take them. then she will have to do a bunch of stuff if she wants to get them back, one of those usually being to go to treatment(rehab).

So, you are going to be better off calling CPS and so will the kids. Do it.

I have a sibling who has been a drug addict for 30+ years. You can check with your local County Counsel (Phone Book). In California they are in charge of conservatorships, which can be created to get you sister into a forced treatment program. Your sister is in horrible shape if she is at the point where her addiction is greater than her love for her children. The other thing you might consider is Child Protective Service, but I am not a big fan of theirs. It is an alternative.
As for you, you should look into Al anon(sp) where you can meet and discuss you sister's addiction, with those who understand and are learning they can only do so much, and how not to help the addiction.
Lastly, back in the 60's and 70's there was a lot of books about interpersonal relationships. Game theory was very much a part of that. Your sister is play a game called "yes, but". You see it often. Yes, but is when someone says they want a way out of a situation. A solution is offered, and they say, 'yes, but'. Good luck, but most important here is your well being and the well being of her children.

No family forced rehab for the unwilling.

You could get ahold of CPS, and report it. They would need corroborating statements from all witnesses (family) and they would launch an investigation. They would take her kids, thus forcing her into rehab of her own will, or driving her away entirely.

A family member can't force her into rehab but you can report her to Family and children's services in the state.

Go to the report abuse link: http://www.dss.cahwnet.gov/cfsweb/

After an investigation a judge may order her into rehab.
