I walk past the Empire State Building twice a day on my way to and from work, and I'm wondering:

Who gets to choose what color the lights on top will be each evening? Is it the property management company, the head building engineer, or someone else? Anyone know?

Why, are you trying to lobby for a certain color?

And Gopher, where did you hear that? The official list does not mention World AIDS Day and says the ESB will be white this weekend.

I'm not exactly sure who originally chose the lights, but it's not chosen at random each night.

Every night is already pre-determined and has a significance. For example this weekend it will be red for World AIDS day.
The building manager is responsible for maintaining the lights though.

I think it is the recently deceased Leona Helmsley's dog, to whom she left millions of dollars for its care.
